Increased transparency in the extractive sector through EITI and mandatory disclosure in the European Union and Canada has resulted in the widespread availability of data on company payments to governments.

Analysis of this data is seen as essential to enhancing accountability and assisting citizens in securing a fair share of their natural resource wealth.

Resources for Development Consulting, in partnership with Global Witness, prepared a handbook setting out 10 different methods (tests) to analyze payment to government data.
